Public Health Madison & Dane County released Forward Dane, a plan for the phased reopening of Dane County. Forward Dane includes metrics we will use to guide our gradual reopening of Dane County and lays out what requirements will be in place during each reopening phase.
A mass gathering is a planned event with a large number of individuals in attendance, such as a concert, festival, meetings, training, conference, movie showing, religious service, or sporting event.
Think about a mass gathering as an event that is scheduled for a certain time and place (wedding, festival, concert, religious service) and something that is not ongoing. These events are unlike a business that is open every day for set hours with people coming and going as they choose. A concert is max of 50. A zoo is open at 25%.
If a business, organization, or public venue has a planned event, the planned event cannot exceed 50 people because it is a mass gathering, and in addition, the event cannot exceed 25% of the business or venue's capacity. For example, if a restaurant has a capacity of 40, a mass gathering at that restaurant could not exceed 10 (25% of 40), because the building's capacity limit is lower than the mass gathering limit. Additionally, a movie theater has a capacity limit of 25% for the whole building, but since each showing is a planned event, a showing has a limit of 50 people or 25% of the theater capacity, whichever is smaller.
It's important to note that all mass gatherings must maintain physical distancing, which may further limit the capacity of events.
